To be operated, supervised or controlled by or in connection with one or more publicly supported organizations which are engaged in the research, analysis, assessment, identification and/or resolution of urban problems generally, inner city problems, substance abuse problems, and urban problems which impact on the socially and/or economically disadvantaged, at risk populations, or substance abusers, and to operate exclusively for the benefit of, to perform the functions of, or to carry out the purposes of such publicly supported organization or organizatons within the meaning of section 509(a)(3) of the internal revenue code of 1954, as the same may from time to time be amended.
