Stimulate downtown economic developments, promotion of the downtown area, design an improved appearance, assist in economic restructuring, and to receive/administer/distribute funds in connection with any activity related to this purpose if they are in accordance with irc sec. 501(c)(3). No part of the net earnings shall inure to the benefit of any member or individual. The program shall not participate in, or intervene in, any political campaign on behalf of any candidate for public office.
