To offer primary, non-emergency examinations and diagnostic services on strictly out-patient basis at no cost, or nominal cost, to persons in need of such services in the downriver area of wayne county, Michigan and who are marginally employed and generally unable to purchase conventional health insurance coverage and who are ineligible for other government- sponsored health insurance programs.
