To foster joint and cooperative action for charitable, cultural, educational and human service organizations in its catchment area; to protect and strengthen the rights and interests of all citizens in the Community; to analyze, assess, and provide for communal and human service needs and advocate for new services; to promote equality of opportunity and full civil rights and civil liberties for all religious, racial and ethnic groups; and to aid and assist all people in the Community who are in need, regardless of race, color, or creed.
