To acquire, own, improve, develop, mortgage, operate, lease, dispose of and otherwise deal with real and personal property in Waynesboro and Franklin County, Pennsylvania, which can appropriately and legally be used toward advancement of commercial, Industrial, civic and general interest of Waynesboro and the Waynesboro Area; with the goal of promoting, attracting, stimulating, rehabilitating and revitalizing commerce, industry and manufacturing in this area.
