To improve the greater Downtown and urban core of Kansas City through educational and service programs, including providing coordinated social and community services to persons who are homeless or at risk of homelessness and lessen the burdens of government and combat community deterioration, including, but not limited to making Kansas City clean, safe, and attractive.
