Provide relief for the poor and distressed; combating community deterioration; eliminating discrimination; training and assisting low income families so that they may achieve self-sufficiency and fostering the availability of decent, safe, sanitary and affordable housing for persons of low and moderate income through the corporation's participation directly or indirecty in the creation, provision, operation and/or management of such housing.
