To relieve economic distress and to promote economic development in the Sheffield area by assisting with the retention and expansion of existing businesses and the attraction of new businesses to the Sheffield area, using such means, employing such individuals and/or joint venturing with such organizations as the corporation deems appropriate to maximize the retention and expansion of existing businesses and attraction of new business to the Sheffield area.
