To provide low and moderate income families and/or elderly persons with affordable Housing facilities and services specifically designed to meet their physical, social, and psychological needs and to promote their health, security, happiness, and usefulness in living, the charges for such facilities and services to be predicated upon the provisiion, maintenance, and operation thereof on a nonprofit basis. To improve the quality of the economic and social participation of families and elderly persons in such a way as to contribute to the elimination of poverty and the establishment of permanent economic and social benefits to the community at large
