The project is financed with a mortgage that is insured by the department of housing and urban development (hud) pursuant to section 223(f) of the national housing act and is, therefore, regulated by hud with respect to rental charges and operating methods. The corporation has also entered into a housing assistance payment contract (hap contract) with hud. The hap contract is a rent assistance program for low income families (or persons) as provided by section 8 of the national housing act.
