To promote the physical, mental, spiritual and moral well being of the youth of Putnam county, by providing supervision and support of approved organizations of and for young people, by establishing new means, methods, groups and agencies for training, entertaining and guiding young people, and that the youth of Putnam county be developed into good men and women and good citizens.
