Providing grants for worthy projects which will enhance the general health and welfare of the community of vandalia, il. Said projects may include but are not limited to educational grants, the improvement of recreational and park facilities, the making of loans to needy students, both on the high school and college level, the improvements or advancement of the hospital and hospital facilities, research projects in the area of cancer, heart disease and other diseases, the control of air and water pollution and the development of adult training and educational programs.
