To combat Community deterioration, promote the common good and general welfare of the Community, and lessen the burden of government in the city of Decatur, Illinois, by improving the economic, housing and social conditions for low and moderate income citizens of the city through business development and expansion assistance, job creation and retention efforts, and housing and social welfare programs.
