To further the charitable or other exempt public purposes and operations of the city of Taylor and its housing commission by acquiring, receiving, owning, holding, rehabilitating, developing, selling, leasing, managing, mortgaging, financing, and otherwise dealing in real estate, with an emphasis on housing for persons of low or moderate income.
