Encourage an entrepreneurial attitude toward local government. Promote a growing and diverse regional economy. Pool human and financial resourses to address local and regional services. Provide technical expertise for its members and corrdinate various planning, safety, infastructure, transportation and service needs among counties, cities, and towns.
