Primary purpose of the foundation shall be to develop a public park inrichmond, va. The foundation concepts a path and park spanning the james river, which would also connect the downtown area of the city of Richmond with the adjoining historic neighborhoods. The park would be open to the general public on a daily basis, with no admission fees. The park would also be available for public events, such as concerts, farmers' markets, and art exhibits.
