Provide mental health rehabilitative services and substance use disorder services (CO-occuring) to all adult residents of Washington, dc, who are underserved and underinsured or not insured. Special focus on the hispanic population, with cultural and linguistic challenges. Service recipients never pay out of pocket for services, funding for services comes from Medicare, Medicaid, managed care orgranizations, or local dc gov payments.
