To assist needy persons in harrisonburg & rockingham county; to coordinate Helping services, particularly services offered by religious congregations, within harrisonburg & rockingham county; to provide direct financial assistance to needy individuals; to provide food, clothing and other assistance to needy persons; to provide needy persons with referrals to other Helping services; to provide needy persons with education and counseling through the expending of funds provided for such purposes or by furnishing of funds to other organizations formed for charitable purposes within the purview of 501(c)(3) of the internal revenue service code of 1986, as amended, and regulations issued thereafter,
