To establish, organize, train, and equip a group of citizens as Volunteer firefighter and emergency medical services providers, solicit funds for the purpose of the organization, build, own, or rent buildings and equipment to be used in connection with the purpose of the organization and establish rules and regulations governing the organization and its members.
