To give real meaning and effectiveness to the provisions or executive order 11491 providing for communication and consultation with the commissioner of social security and all responsible officials in the improvement of agency operations, the improvement of working conditions of management personnel, the exchange of information, the improvement of managerial effectiveness and the establishment of policies that best serve the public interest in accomplishing the mission of the agency.
