The primary objective of alrc is to improve the quality of the residents in its service area through the provision of a comprehensive range of treatment and education services. The purpose of the alrc is to reduce the number of service residents who are confined to long-term, public health institutions and excluded from their local communities; to eliminate or reduce alcohol, drug abuse, and health-related disabilities and their adverse effects, and to reduce those social stresses known to be associated with an increased incidence of substance abuse and chemical addiction through the provision of accessible, acceptable, efficient, and cost effective service.
