To improve the quality of life for the residents of the city of Stockton, California, and to re-create Stockton into a community of opportunity and hope for its citizens, especially its youth, through the sponsorship and funding of programs specifically designed to promote the redevelopment of the blighted areas of, and to attract outside investment into the Stockton community.
