The casa (court appointed special advocates) program in Rock County was created in 2005 to provide court ordered advocacy services to child victims of abuse and neglect. Sanctioned under Wisconsin law, casa volunteers have the unique statutory ability to assist the juvenile court system by provding factual information about the child directly to the judge, attorneys, social workers and other case parties. The mission of casa is to recruit, train and support community volunteers to advocate for the best interests of children who have experienced abuse and/or neglect ensuring they (1) are safe in their current placement, (2) receive the services they need to overcome the effects of neglect and/or abuse, and (3) find a safe, stable and permanent home.
