The organization was formed to lessen the governmental burdens caused by the tragic events in El Paso, Texas (the 'City") on August 3, 2019 wherein a mass shooting ocurred (the "Events of August 3rd") by (a) providing a single, unified charitable vehicle to receive and administer ultimately those contributions made to El Paso Community Foundation, Paso del Norte Community Foundation, and/or other local charities that immediately began pouring in from the public in the wake of the Events of August 3rd, and thereby avoiding the misdirection of donations to fraudulent organizations; (b) providing the infrastructure to coordinate the collection, administration and distribution and use of these funds in a manner consistent with the City's interest in assisting the victims of the attack with financial and other restitution; (c) acting as a central resource to allow those affected by the Events of August 3rd to find appropriate and reputable services; and (d) maintaining the infrastructure in
