To better the condition of society and lessen the burdens of Government by providing services and facilitating transactions on a not-for-profit basis to nonprofit and governmental entities at a cost less than, or otherwise more efficiently than, comparable for-profit enterprises can provide, including without limitations, procuring or leasing property or loaning funds to beneficiaries at below market rates and providing higher and safer quality property and services than would otherwise be available from for-profit private enterprises.
