To promote social welfare within the meaning of section 501(c)(4) of the code or corresponding section of any future federal tax code by providing affordable housing for low and moderate income families and combatting community deterioration by building new Homes in neighborhoods that are considered distressed or that would benefit from investment or new moderate income Homes.
