To help ameliorate poverty and improve living conditions for residents of Upstate New York by improving employment and housing opportunities, and to do any and all acts to provide guidance and Economic growth opportunities for people residing in Upstate New York through the improvement, development, management or provision of quality housing and other facilities for persons of low or moderate income and/or persons with disabilities; guidance counseling for young parents; creation of job opportunities; job, career and vocational counseling; improvement or provision of recreational and/or afterschol facilities for teenagers and youths; and provision of recreational facilities for seniors.
