To provide decent affordable Housing for persons of low and moderate income, including elderly and physically handicapped persons and families, and services specially designed to meet their physical, social and psychological needs, and to promote their security, happiness and usefulness in longer living, the charges for such facilities and services to be predicated upon provision, maintenance and operation of such facilities on a NON-Profit basis in a manner not inconsistent with the Michigan public acts of 1966.
