Assisting the city of Rock Hill, sc by acquiring, developing, selling, donating, contributing, owning, operating, leasing, managing, financing or refinancing real property and improvements thereon in the city, for the benefit of the city, its citizens and visitors, or by granting to third parties rights of access, use, possession and enjoyment of the Facilities, for the purpose of constructing, operating, occupyings, financing, refinancing, or managing such Facilities, or any portion thereof, for the benefit of the city.
