The Portland Walking Boss Joint port labor relations Committee (lrc) for the port of Portland is a Joint labor-management Committee established as a result of an agreement rooted in a 1934 arbitration award issued by the presidentially-appointed national longshore board to the predecessors of the Pacific maritime association (pma) and the international longshore and warehouse union (ilwu). The current collective bargaining agreement (the agreement) between pma, on behalf of its member companies, and ilwu locals 91, 92, 94, and 98, was effective as of july 1, 2022, shall remain in effect until june 30, 2028, and requires the parties to continue to establish and maintain the lrc. The purpose and responsibility of the organization, as described in the agreement is to provide for dispatch of foremen and Walking bosses to work sites, to maintain lists of workers authorized for dispatch, and to address grievances and disputes pursuant to the collective bargaining agreement.
