The express purpose of the corporation shall include expanding the opportunitiesavailable to low and moderate income persons to obtain affordable, decent, safeand sanitary Housing in the city of Los Angeles; providing such Housing fornon-profit and cooperative ownership through the rehabilitation of existingbuildings and the construction of new buildings; and assisting low and moderateincome persons and groups in developing management skills necessary for thesuccessful operation of said Housing.
