To provide, maintain, operate and manage various Youth centers and facilities and to provide supervised Youth recreation, athletics, cultural education and other activities, and to promote the welfare of Youth generally and particularly in the areas known as Westchester and Playa DEL REY in the County of Los Angeles, State of California.
